On April 12, 2022, a meeting of the Government of Kazakhstan was held under the chairmanship of the Prime Minister of the Republic of Kazakhstan Alikhan Smailov, where the results of the socio-economic development of the country and the execution of the republican budget for January-March of this year were considered.
In 2019, the Head of State K.K. Tokayev instructed to increase the contribution of science to the development of the country and adopt a program document. Starting in 2020, on behalf of the President K.K. Tokayev, the material and technical modernization of scientific organizations in the Ministry of Education and Science of the Republic of Kazakhstan has begun. Amendments were made to the law of the Republic of Kazakhstan “On Science”, which solved the most pressing problems of the scientific community of the country. Thanks to the direct instruction of the Head of State K.K. Tokayev, given in the address to the people of Kazakhstan on September 1, 2021 on the need for urgent amendments to the law, literally in 2.5 months amendments were developed and adopted that solved these problems.
The main productive force of science is the scientist, his creative potential. Any scientist should be sufficiently motivated. And this motivation should include both a material component and a moral one, when the status of a scientist in society is very high, when “gnawing the granite of science” is honorable, prestigious and worthily rewarded.
At the meeting of the Republican Budget Commission chaired by the Prime Minister of the Republic of Kazakhstan was supported the additional need for basic financing of science for 2.5 billion tenge. These are the funds for the salaries of more than 1,200 leading scientists of 74 research institutes belonging to ten government agencies, which will be paid out of competitive procedures within the framework of basic funding. The results of scientific research are largely determined by the quality of the existing scientific infrastructure, certified laboratories, availability of equipment, etc.
At the Government meeting was considered the issue of the development of domestic science. The report was made by the Director General of the Research Institute of Biological Safety Problems Kunsulu Zakarya.
The Prime Minister of the Republic of Kazakhstan congratulated all scientists on their professional holiday – the Day of Science Workers.
“In Kazakhstan, the financing of science from the republican budget has almost doubled in the last two years (in 2022 – 84 billion tenge). Moreover, the scientists themselves distribute state funding. Now the activity of developments and publications of Kazakhstan scientists is actively growing. These works are quoted, they are appreciated abroad,” – said A. Smailov.
According to the Prime Minister of the Republic of Kazakhstan, the great potential of domestic science is confirmed by the fact that Kazakhstan is among the 6 countries that have their own vaccine against coronavirus infection. This vaccine was made to many Kazakhstan people during the pandemic, and also sent to other countries.
“We can be proud of our own vaccine. This is a great victory for our scientists. Our main goal is for domestic science to make a significant contribution to improving the quality of life of Kazakhstan people. All program documents in the field of science are aimed at this,” – noted the Prime Minister of the Republic of Kazakhstan.
Science is a high–risk activity with no guaranteed result. But this does not mean that we do not raise the question of effectiveness. The most important thing is to increase the contribution of science to the development of Kazakhstan. President K.K. Tokayev outlined such a task for domestic science. This is the requirement of time. Kazakh scientists can do it.
